ARM City and TEMESA Sign Strategic MoU to Explore Smart Infrastructure and Digital Transformation Initiatives
Dodoma, Tanzania, ARM City Consultants Limited and the Tanzania Electrical, Mechanical and Electronics Services Agency (TEMESA) have signed a Memorandum of Understanding (MoU) aimed at fostering collaboration in the development of smart infrastructure, digital transformation, and engineering innovation to support improved public service delivery in Tanzania.
The MoU establishes a framework for technical cooperation under which the two organizations will jointly undertake technical assessments, feasibility studies, concept development, and project planning for selected strategic initiatives. The collaboration does not constitute a procurement or implementation contract but provides a foundation for exploring future projects through separate agreements where appropriate.
As part of the initial collaboration, the Parties will focus on two priority initiatives. The first is the development of Smart Solar Street Lights with Integrated LED Digital Display Systems, designed to combine renewable energy, intelligent lighting, digital advertising, and smart monitoring technologies to enhance urban infrastructure. The second initiative focuses on the Semi-Automation of TEMESA Zonal Workshops, introducing digital technologies to improve workshop operations, asset management, equipment diagnostics, customer service, and overall operational efficiency.
The partnership brings together ARM City's expertise in engineering consultancy, smart city technologies, renewable energy, digital transformation, investment advisory, and project development with TEMESA's extensive experience in electrical, mechanical, and electronics services across Tanzania. Under the agreement, ARM City will provide technical expertise in engineering design, feasibility studies, innovation, digital systems, and project development, while TEMESA will facilitate technical collaboration, institutional coordination, and access to operational environments for assessments and pilot initiatives.
The collaboration is expected to support the identification of innovative engineering solutions that improve infrastructure performance, enhance operational efficiency, and create opportunities for sustainable investment in public assets. Both organizations will also explore suitable financing models, commercialization strategies, and implementation approaches for future projects arising from the partnership.
Speaking on the significance of the partnership, ARM City noted that the agreement represents an important step toward delivering technology-driven engineering solutions that contribute to Tanzania's industrialization agenda and the modernization of public infrastructure. The company reaffirmed its commitment to working with public institutions to develop practical, scalable, and sustainable solutions that integrate engineering excellence with digital innovation.
The signing of the MoU marks the beginning of a collaborative journey between ARM City and TEMESA to explore innovative infrastructure and engineering solutions that support national development priorities while laying the groundwork for future investment-ready projects across the country.
